Interface language and the vocabulary a department uses are configuration, and a deployment can run more than one.
Legal obligations
Data protection, accessibility, cyber resilience and records retention are configured against the rules that apply locally, with the evidence defined per deployment.
The core stays shared
The platform core stays standard and upgradeable, so a fix or a feature reaches every deployment.

A new market starts with one administration and one priority service, which produces the Country Pack the next deployment reuses.
